Axure is an industry-standard for wireframing, prototyping and flow diagrams. Axure is also great for mobile prototyping, for developing for mobile web or apps. Coming in at under $290 for the standard license ($589 for Pro) you also get the benefit of regular updates. A good old fashioned download, but a powerful, easy-to-use wireframing tool for any web development.
